Capital Bond Program Management Team
The Operations Department deals with nuts-and-bolts, and bricks-and-mortar; things that work, and things that are broken; and while we tend to be somewhat conservative and can fix stuff with baling wire and duct tape, we also know that constructing it right the first time pays off over the long haul.
As we continue to provide the best facilities for educating our community's children, we will take advantage of the capital bond to build quality buildings, eliminate deferred maintenance and provide professional tools and equipment that will help us do more with less; and remain balanced in our response to the boom and bust of the economy.

An Associate Principal at Dull Olson Weekes Architects, Karina is a California-registered Architect and experienced project manager. She has over 15 years of experience in the design and construction of educational facilities and believes passionately in the importance of this work to shape the future of this world. It is this passion that drives Karina to work diligently to ensure that the client's goals and guiding principles are at the forefront of all decision making and to ensure that the project is delivered on time and within the budget. As a Project Manager, Karina has extensive experience including managing and directing design and construction activities for both two recent capital bond programs for the West Linn - Wilsonville School District, totaling $173 million. Her recent experience includes the Center for Children and Families (Gladstone School District), West Linn High School (West Linn - Wilsonville School District) and the Rosa Parks School (PPS), which has been certified LEED Gold.

Norm Dull is principal and founder of Dull Olson Weekes Architects (DOWA). Norm is dedicated to innovative award winning educational designs and creating facilities that work for students, teachers, and communities. DOWA is one of the top educational facility design firms in Oregon. As an outdoor enthusiast, Norm is challenged and excited by the need to incorporate the environment surrounding a project with the architectural structure. He is also dedicated to incorporating sustainable design practices into his projects. Norm has been working with the West Linn - Wilsonville School District for over 20 years.

Amy Berger grew up in West Linn, attending Sunset and Stafford Primaries, Athey Creek Middle, and West Linn High School. She then went on to receive her Bachelor's Degree in Psychology from the University of Oregon in 2005.
Amy came on board to work for the school district with the passing of the Capital Bond in November 2008. She serves as the Administrative Assistant to the bond team supporting Tim as the Director of Operations and all project and program managers. She is primarily responsible for bond accounting, file retention, website maintenance, and assisting in project bidding and meetings.

Cindy Hepting has served in the West Linn-Wilsonville School District for the past twelve years. She grew up in Salem, Oregon and plans to live in this beautiful state all her life.
Cindy manages the Community Services Department as well as serving as the Office Manager for the Capital Bond Program. This work includes development and maintenance of the Bond Information Web site, record retention & storage, and oversight and management of the following computer and/or web-based programs:

Cindy graduated from George Fox University with a Bachelor's Degree in Management and Information Business Systems (MBIS) after returning to school as an adult. Cindy commits each work day to public service and believes strongly in the School District's mission and goals.

Tim Woodley is Director of Operations for West Linn-Wilsonville School District located in the south-Portland metro area. Mr. Woodley provides Administrative Management in the areas of Facility Upkeep, Food Service, Student Transportation, Facility Use, Environmental Health & Safety, Property Management and Major/Minor Capital Planning & Construction. With a focus on stewardship, Tim has served the past 10-years directing the operations of this growing school district and its fifteen education sites.
Prior to this period of public service, Tim spent over ten years as a Construction Program Manager assisting public school districts and state university systems build and remodel educational facilities at various locations throughout the Pacific Northwest.
Tim is a graduate of Washington State University with a degree in Construction Management and has devoted his career to the betterment of his community through responsible management and care of the built environment. Bob has over 33 years of experience, including a Bachelor of Science Civil Engineering from the University of Portland.
Bob has extensive experience in project and construction management with considerable experience in managing multi-project programs. His projects include educational, institutional, and commercial construction.
Bob has handled all phases of a project from inception through close-out, as representative of the owner, and has also worked as a general contractor. His duties and responsibilities have included estimates and bids, change order development and negotiation, design phase management, schedule development and control, value engineering, budget development and tracking, subcontract administration and buy-out, on site representation, contract compliance, quality control, daily field notes, progress payment verification, coordinating job site meetings and project close-out.
Bob also has experience in repair and alteration and small capital improvement projects and has worked closely with the owners operation and maintenance staff to coordinate the work with occupied facilities.

Nancy Hubbard formed Hubbard and Associates Development Consulting, LLC in 2009 in order to provide project management, owner's representative and related development services to public and private entities. Nancy's recent focus has been to act as an owner's advocate for school districts with an emphasis on facilitating selection and purchase of new furnishings and other owner supplied items for new schools or new spaces within schools. Ms Hubbard has over 30 years experience in public and private sector real estate activities, including syndication, acquisition, development, finance and asset management for all types of real estate including mixed use house/retail, assisted living, affordable housing, community parks and schools. Nancy graduated from the University of Redlands in Redlands, California. She currently resides within the West Linn - Wilsonville School District.

Remo Douglas grew up outside of Damascus, Oregon and graduated from Oregon State University in 2009 with a Bachelor's Degree in Construction Engineering Management. Brought on that summer as a Construction Management Intern for the 2008 Capitol Bond, Remo has since stayed on with the bond team. Remo provides project management on small projects including deferred maintenance work, assists project managers with day to day tasks, and assists with bond accounting.

Tony Vandenberg is an experience Project Manager with roles ranging from complete remodeling and new construction of educational institutions to mid-rise-building new construction. He has a positive, solution-minded approach to projects and team relationships. With over five years of professional construction management experience, Tony's ability to balance and manage field issues effectively is beneficial and essential to project efficiency. He has a strong ability to facilitate the exchanging of communication among contractors, owners and team members. With over a decade of vital, practical building experience, Tony has garnered an extensive and fine-tuned knowledge of building methods and materials, allowing for detailed quality reviews. Additionally, Tony values taking an active role in sustainable material selection and processes.

Long Range Planning Committee
The Long Range Planning Committee (LRPC) has been very focused on the needs of a growing school district. Enrollment over the past 10 years has increased 92% and we are out of classroom space at the primary level as evidenced by portables at Boones Ferry, Stafford and Willamette; and Boeckman Creek.
In response, the LRPC gathered data and engaged district patrons and staff to prepare a Capital Improvement Program (CIP) to address growth, equity, safety & security, health & wellness, deferred maintenance, technology, energy conservation and community athletics. This effort culminated in a Imagineering Summit held at West Linn High School in February with attendance by more that 120 district patrons. The results of the summit provided valuable feed-back and a very positive outlook for the future of the district.
In November, the community passed the 2008 Capital Bond Program and the Long Range Planning Committee members are engaged as stewards of this important work. If you have any questions or comments, feel free to email any of the members of this committee.

Jerri Bohard has been a resident of Wilsonville for ten years. She and her husband, Eric, have one son who is currently attending Wood Middle School. Jerri joined the Long Range Planning Committee when her son was in kindergarden. Jerri enjoys being on the committee and recognizes the importance of a good school system as key to a successful community.
Jerri is a graduate of Texas A&M and Jacksonville University in Florida. She has been involved in planning all of her professional career. First doing environmental planning in Florida and then parks and land use planning in Clark County Washington. Since moving to Wilsonville, she has worked for the Oregon Department of Transportation, managing the Division responsible for the long range planning and policy work for the agency.

Mike Jones has been a resident of West Linn for six years. He and his wife, Denise, have one daughter in the West Linn-Wilsonville School District. Mike has served on the West Linn City Council and is currently serving on the City of West Linn Planning Commission and the West Linn Library Foundation Board.
Mike is a graduate of the United States Naval Academy (B.S. in Engineering) and the University of South Carolina (Masters in Business and Masters in Public Administration). He spent his time in the Navy on submarines and since then has held a variety of positions. For the last twenty years he has been working in Book Publishing in a variety of capacities and is currently coordinating sales activities for an LLC that owns three book publishing companies.
Mike is very pleased to have been appointed to the West Linn-Wilsonville School District Long Range Planning Committee and hopes that he will be able to make some contribution to insure our schools remain among the best in the State.

David Lake currently serves as Vice President of Premium Audit for Liberty Mutual Agency Markets Group, a position he has held since September 2009. Prior to that, he served in various senior executive positions with Liberty Northwest Insurance leading the acquisition and divestment projects. In addition to his project leadership work, he has led underwriting, loss prevention and other departments within that organization. David holds degrees from the University of Utah and the University of Minnesota. He started his career as a hospital administrator in Southern California and relocated to Oregon where he served as the Operations Vice President for PacifiCare. David lives in Wilsonville Oregon where he and his wife have raised their five children, all of whom have attended Wilsonville schools. He currently serves on the West Linn-Wilsonville School District Long-Range Planning Committee and has previously chaired the City of Wilsonville Development Review Board.

A native of Buffalo, NY, Tom and his family have lived in Oregon for 38 years. Their move to Wilsonville in 1977 brought them into our school district. All three (now well into adulthood) children are West Linn HS graduates and he now has two grandchildren in the district. He and Barbara have lived in West Linn since 1988.
Tom has been an active volunteer in the WLWVSD since 1978, serving 8 years on the Budget Committee and over 20 years on Long Range Planning. He also hosted the District cable TV program called SchoolView for more than 10 years. Tom serves on the West Linn Library Advisory Board.
His career has been devoted to small business management and has served as General Manager for a Tualatin based company for the past 23 years.

Doris is a 45-year resident of Wilsonville and wife of former School Board member Walt Wehler. Prior to her retirement, she was Executive Vice President of TeleCheck Oregon. She and her daughter currently own the Oregon franchise of Cookies by Design.
She has been an active supporter of schools for many years, including work on several school bonds, and various improvement projects at Wilsonville High School. She has been active in the Wilsonville Sister City Association, has twice been President of the Wilsonville Chamber of Commerce, and was named the 2003 Wilsonville Citizen of the Year.
She has been a member of the Long Range Planning Committee since November 5, 2001.

Kent is a senior management analyst for the City of Tigard. HIs duties include risk management, franchise management, state and federal affairs, and special projects. He moved to West Linn with his wife, Kristen four years ago. Prior to the move, Kent lived in Richmond, Virginia and worked as a senior legislative analyst for the Join Legislative Audit and Review Commission. This was Kent's first job after graduating from the University of North Carolina at Chapel Hill with a Masters of Public Administration. Kent has two young children, Eleanor (2 years old) and Josephine (2 months old). Kent also serves on the Church Council at West Linn Lutheran Church.

Dale is starting his fifth year on the board. He is currently the board chair. Ever since he has lived in West Linn, he has volunteered with the district -- first as a parent, then on the Budget Committee and the Long Range Planning Committee. He has two daughters. One is a West Linn High School graduate. The other is a senior at WLHS.
“From an academic standpoint, education is important to train minds to think (analyze rather than react), to stimulate and enhance ideas and to become highly functioning and productive members of society,” he said. “The rest of the district’s story includes our focus on educating the whole child in terms of participating in activities, developing socialization skills and imparting healthy values.
“I want to focus and refine the education process in order to push our district to the next level in educating all our students to attain their highest aspirations.”
The most exciting parts of his job are the people, he said. “Students, parents, community members, teachers and administrators are awesome to work and interact with,” he said. “The people are what make this job exciting. It is a real pleasure to be part of a community where virtually everyone places education as a priority.”

Keith has been a resident of West Linn since 1997 with his wife Kimberly and 3 children, two of which attend schools in the district. A native of Oregon, he appreciates the rich beauty and variety found in the Pacific Northwest and wants to help make this state a better place to live for generations to come.
Professionally, he has over 25 years of software development and technology leadership experience in large and small companies alike, crediting his success to the business value he has generated in scores of successful software projects. Keith is currently a partner in Sitka Technology Group, a small software engineering consulting firm in downtown Portland (www.sitkatech.com) and is working to grow his small company into something special.
Keith earned a B.S. in Business with a concentration in Finance and Law from Portland State University. He holds the title of inventor on US Patent #6,404,866 B1. In his spare time, he likes to volunteer for kid-related causes including being a Court Appointed Special Advocate in Clackamas County (www.nationalcasa.org) and coaching youth football in his community. Prior to being elected to the West Linn – Wilsonville School Board, Keith served on the budget committee and co-chaired the campaign committee to pass the 2008 capital bond and local option levy.
